To help you out, the Ninoy Aquino International Airport management reminds all inter connecting passengers to ride the FREE shuttle bus insead!!
Yes, its free, thus you can save your pamasahe and avoid these kind of taxi drivers.
It operates 24/7 and runs every 15 minutes. You can find the “Shuttle buses pick-up passengers/drop-off point” at the ramp area on each terminal.
The FREE shuttle bus service is for onward passengers only, thus you need to show your connecting flight tickets before boarding.
The bus serves all the terminals of NAIA. Just look for these buses at the Arrival Bay Area of the airport.

Terminal 1 – Arrival Curbside Bay
Terminal 2 – Arrival Curbside Bay
Terminal 3 Pick Up – Terminal Transfer at Arrival Level
Terminal 3 Drop Off – Departure Curbside Gate 1
Schedule may vary, but there is an alternative bus service that you can avail and it is the UBE Express. This bus service goes around the NAIR terminals also bus for a fee of 50 Pesos!!
The UBE express shuttle bus service is available from 5 AM to 8 PM only.
